Do you mean that the Debian policy allows debconf to change
configuration done by the user (when there's no reason to do that)?
IMHO, a change done via debconf is a local change and is covered by
10.7.3. So, I don't see why it is not a RC bug.

More importantly, will this be fixed in etch?
