Labeling the condition as DFSG is unfortunate and very very misleading. Both MEncoder and libdvdcss are perfectly free-in-every-sense-of-the-word GPLed programs. libdvdcss is not in Debian because of the FUD surrounding DVD decryption software, MEncoder is not in Debian because some people get queasy about encoding software.
