Oh, that is surprising.  Clean chroots?.  Sounds like it's not the usual
"you have some buggy configuration lying around".

Hm.  What's the output of "date"?  On my system, 2003 is not more than 5
years old...

Except for this message, I cannot find any other error in the log.  Is
there a file /var/lib/texmf/web2c/latex.fmt?
