I agree that it makes sense for /usr/X11R6/man no longer to be a
mandatory directory, and have removed that upstream:

I've retained the mapping from /usr/X11R6/bin (and /usr/bin/X11) to
/usr/X11R6/bin (so if you actually want man-db to stop searching
/usr/X11R6/man you will further need to ensure that those aren't in your
PATH); I think that deserves to be retained for the benefit of people
with third-party software installed into /usr/X11R6. I've also retained
the references in the manual pages, as they're just examples of how
man-db works and it's useful to be able to discuss a second significant
manual hierarchy beyond just /usr/share/man.
