I think the fixes described in your changelog have a good chance to make
it to etch.  #408227 and #413318 are clearly nothing that should be
fixed in an upload targetted at etch, even if the changes are small, I
would be surprised if the release managers would let them in.

Adding "Recommends: xpdf | pdf-viewer" is probably going to be approved
by the RM's, too, but that's nothing that needs much additional testing.

Therefore I suggest to upload the package either as is, or with the
Recommends added (note that this doesn't solve all aspects of #409795).
Remember that it needs to wait 10 days in sid, and that with the kernel
problems solved, etch can be released quite fast!  According to

there are only 39 RC bugs left that exist both in etch and sid.
