When is this a problem? AFAIK the only package depending on gedit-common
is gedit?

The problem is that other applications think that they can run gedit, when in fact it's not installed. They look up "appropriate viewer for text file", and because gedit.desktop is installed, they get "gedit" as an appropriate viewer for e.g. text/plain.
