Its Line 71-75 in quagga.preinst which does an exit 1 if some
smux option occurs in /etc/quagga/*.conf

This might be ok for the standard package which has snmp not
compiled in. But it should not be for recompiled packages like
described /usr/share/doc/quagga/README.Debian

I think some big warning should be enough, or a prompt
with possibility to continue, or an additional notice
in the README.Debian not only to "export WANT_SNMP=1"
before recompiling but also to modify the preinst
script.

but nevertheless, this is not really tragic and
i appreciate your work on the quagga package
