Yes, between im-sdk 11.4 and 12 there has been a (almost) complete
rewrite of the code. Most of the Makefiles have been rewritten, and
the install location for the headers have moved. I should've mentioned
this in the package...

Please, add -I/usr/include/iiim in your compile options. Sorry for the
inconvenience.

2. you seems forget to include some header files, such as
   iiimp-file-operation.h. By missing files, I couldn't build mlterm
   (and maybe other iiimf related packages) after all.

I believe this is the only one missing, right? If you can, please help
me test a new version of libiiimp-dev, available at
       http://spacehunt.info/debian/dists/sid/im-sdk/binary-i386/

If this version solves your problem, I'll upload it to unstable right away.

P.S.
buildd log seems there is 64bit FTBFS in current im-sdk also.

Yes, there are a lot of them... *sigh*
