Package: debpool

Correct me if I'm wrong, but I don't think debpool keeps any state between 
processing runs, so there is no real need to hold the lock all the time, 
something which prevents manual intervention (e.g. --rebuild-files).

A condition is of course that debpool doesn't die if it can't get the lock, 
but instead either sleeps for a short while and tries again, or assumes that 
the other process will process any incoming packages and thus goes back to 
sleep for a longer while.

Preventing multiple daemon instances from running simultaneously still makes 
sense.

B.t.w. I'll write patches for all my bug reports as soon as I can; I think 
debpool looks very well done so far and has great potential.
