From usermod(8):
-u uid The numerical value of the user ID. This value must be

unique, unless the -o option is used.

So this partialy bug only because -o do not heve separated description :)
OK. I'll add fix separated description for -o in shadow CVS source tree.
Warning: on HEAD description for each option is in OPTIONS section.
