To replicate: As a normal user, load control centre, click 'security & privacy', click 'password & user account', click on the button with the blank picture at the top (which is to the left of the name of the user), and you'll get a message saying 'your administrator has disallowed changing your image'. This happens on a fresh install of Etch (RC2) on my laptop after KDE and the relevent latest updates are installed for the system via apt.
