Would it be possible to update the configuration file less frequently
so dpkg doesn't ask me about overwriting the configuration file every
time I upgrade?

Alternatively, could you use debconf to configure basic settings such
as which protocols to serve to clients, so that I can safely update
the configuration file to the most recent version at each upgrade?
