Or, more to the point, it doesn't work the way policy says it should,
which may or may not be a bug in dpkg.  Installing a new php4-cli over an
old php4-cgi will work, but installing an old php4-cgi after a new
php4-cli is installed doesn't honour the 'Replaces'.  Given that this is a
pretty weird corner case, I'm not sure if anyone cares enough to fix the
behaviour.
