Package: rgmanager

When a service is relocated on another server, rgmanger sends a
gratuitous ARP request to inform the other nodes.
This is the script /usr/share/cluster/ip.sh.

It uses this command :
arping -q -c 2 -U -I $dev $addr

The -I and -U options are from the arping's program from the
iputils-arping package.
With the arping package, the options are different and it does not work,
switchs and routers's arp caches have to be updated.

rgmanager (not really in Etch) has to depend on iputils-arping or the
call in /usr/share/cluster/ip.sh has to be modified for the other
syntax.
