main.inc is 0700, owner clamav. That means no one but root or clamav can use the files under there. I am not sure how you got a mode 700 directory - do you run freshclam with an odd umask or anything? But at any rate, the short term fix is to chmod 0755 the directory - that's what it is here, and everywhere I've checked.
