Those new packages have a better support for multiple architectures and different versions of postresql can be used. Postgis package was maintained by me, those new ones will be co-maintained by me (Roberto Boati <[EMAIL PROTECTED]>) and Alex Bodnaru (<[EMAIL PROTECTED]>), and will enter upstream postgis, so they will have a more official acknowledgment.
