Adding the dependency to the new mono-utils doesn't change the
dependency on the old mono-utils. Which then allows installing a new
mono stuff with itself (that was the point of this bug), so the "old mono-utils 
and new
libmono0" combination is possible again.

What about a conflicts in libmono0?

And no, it's not a corner case as Mirco said on IRC. It's a partial
upgrade problem when people want to partially upgrade from etch to lenny/sids 
mono
(or bpos mono if  that some day will come) and end up with a broken
combination. Which will break monodis on every assembly...

So this bug is back. Marking it appropriately.
