This patch is rather intrusive and furthermore would make taglib link to a library that is not even in Debian, so I won't apply it. I seem to recall that there was an option in amarok to set the charset of ID3v1 tags, but I can't find it now. Maybe it's more useful that you see why it was removed, or that you talk with the taglib author to include your patch.
