Bug#419996: svn-buildpackage: svn-upgrade manpage is "missing"

The NAME and SYNOPSIS parts of svn-upgrade(1) list "svn-buildpackage"
instead of "svn-upgrade".

new in 0.6.18 compared to 0.6.16etch1:

       This  manual  page was written by Eduard Bloch in roff and converted to
       SGML by Gonéri Le Bouder.

Maybe the SGML convertion is not complete.

Note that the accent in Gonéri is wrong.
