git-add searches every directory in the working copy for .gitignore files when
adding a file.  It should not search for .gitignore files that could not
affect it.  For instance, if I have a repository in ~, and do git-add
~/.bashrc, it should not search my entire home directory for .gitignore files;
it should only look at ~/.gitignore .
