Bug#420778: python-weblib: description states it's a dummy package when it's not

Hi.

The description of this package contains:

  This package is an empty dummy package that always depends on
  a package built for Debian's default Python version.

But after the last python transition the package is no longer a dummy
package. Can you please remove that bit?
