Indeed the translation is ambiguous.

Since this message relates to a difficulty of translation in French, I
continue this answer in french.

La bonne interprétation est bien celle que vous citez et il est dommage
que le mainteneur du paquet n'ait pas repris la version du GNU,
infiniment plus précise.

Je vais donc corriger la prochaine version de la traduction de tar en
m'inspirant de la version GNU et donc en m'écartant un peu de celle du
responsable du paquet.

-m, --touch
        N'extrait pas la date de modification du fichier lors de la
restauration mais fixe cette date à l'instant de la restauration.
