As of 2.0.8-3 (uploaded today) heartbeat-2 has become a dummy package provided by the heartbeat source package. The binary heartbeat package has been upgraded from version 1.2.5 to 2.0.8. Thus, #418749 bug has become a duplicate of #417835, I am closing the former as there seems little value in having such duplication.
As for the cause of the problem.
