Could you check the log files in /var/log, if you can gather any information about that. Try to reproduce this behaviour (e.g. by reinstalling hal) and then run strace - -p <pid_of_hald>. This resolved the issue. It's not necessary to restart dbus, before hal is started. dbus must be running, but that should normally be the case, unless you haven't manually disabled it.
