You mean, after hal was installed, and the daemon is attempted to be started in
the postinst step, it hangs? Could you check the log files in /var/log, if you
can gather any information about that.
Try to reproduce this behaviour (e.g. by reinstalling hal) and then run strace
- -p <pid_of_hald>. Can you reliably reproduce this bug?
Without more information, it will be impossible to fix this problem.

It's not necessary to restart dbus, before hal is started. dbus must be running,
 but that should normally be the case, unless you haven't manually disabled it.
