The problem is that vim sizes itself by lines/columns so that it doesn't have partial lines/columns showing. This takes effect after KDE has performed its resize, so vim isn't actually maximized when you click the button again. When you click the button again, KDE tries to maximize the window again, but Vim resizes itself, etc. Your best bet is probably to toggle Vim to/from fullscreen mode via KDE.
