Dear Youssef, a user of arabi as part of TeX Live in the Debian/GNU Linux distribution has reported a problem:

The same problem also exists in the files on CTAN, and probably shows up on every system which has a case-sensitive filesystem (i.e. also on Mac OSX). What do you suggest? Should we rename the file to Arabicore.sty with capital A, or rather change arabic.ldf (and probably other files) and replace Arabicore with arabicore?
