True.  ftp.fi.debian.org was using an older version of the sync script.

We strongly encourage you to use the official example script updated to
use these options:

Please confirm that you switch to that kind of atomic sync script.

The newer atomic version of the script has been running since April 28th. I have not received any reports of missing packets anymore, so I think this bug can be closed.
