You're telling it to tell you bugs which are present in the version '', which is not a valid version for xfce4-utils, so it shows those bugs as present in another branch. You probably want to be looking at http://bugs.debian.org/cgi-bin/pkgreport.cgi?submitter=michael.s.gilbert%40gmail.com;dist=unstable;package=xfce4-utils instead.
