[EMAIL PROTECTED]:~% svn ls $svkrepo
svn: warning: cannot set LC_CTYPE locale
svn: warning: environment variable LANG is en_US
svn: warning: please check that your locale name is correct

If I set LC_CTYPE to C, it does not complain. It is trying to open an
en_US message translation in /usr/share/locale, and there isn't one. You
should be able to reproduce this with "LC_CTYPE=en_US svn ls".

I don't think it should complain about this case.
