Ni Nick, I'm currently (as of a couple weeks ago) the upstream maintainer of wget. The Free Software Foundation's translation project (and all of its other projects) require a signed copyright disclaimer from all contributors (including me), because they need to be reasonably sure of an air-tight case against anyone who would claim to have a copyright over the translated material. In the case of software, they need copyright assignment papers if they want to be able to take violators of the GPL to court. You are correct that other projects do not tend to take these measures; however, other projects do not typically fight court battles to protect their projects, either. The FSF has a history--and mandate--to do so when necessary, and in order to do that, they need to have signed hardcopy giving them a thorough understanding of the copyright status of any content under their protection. > I attach updated translation of manpage in the hope that it will be > included in Debian. Noèl is right, though: it would be much better if you could provide a translation of the original wget.texi source, rather than the automatically generated manpage. In any case, FSF policy prevents my accepting any significant contributions unless there are signed papers involved (after which, the translation project should probably be your interface to GNU Wget: that's what they're set up for). Please note that I have had to sign the same sorts of papers (except that my papers assign copyright to the FSF, whereas yours probably just waive them).
