This is a duplicate of texlive-base-bin's bug #425803.  It's been solved
for new installs or upgrades, but in order to fix your system now that
it's broken, you need to manually reinstall some packages with "dpkg
--force-confmiss".  Please get the deb files for

texlive-base, 
texlive-base-bin,
texlive-latex-base, 
texlive-latex-extra 
texlive-pictures

(they might already be in /var/cache/apt/archives, but make sure you got
the recent ones) and install each of them with

dpkg -i --force-confmiss <name_of_the.deb>

Don't care if the configuration of one or more of them fails, just
proceed until the end, that should fix it, and finally all should be
configured.  To be sure, call "dpkg --configure -a" at the end.
