I cannot reproduce this here, so it seems that on a clean system it works. Are you sure that you aren't hit by #425803? To detect that, run fmtutil --byfmt latex and if that fails, follow the instructions in that bug, i.e. run dpkg -i --force-confmiss <deb_name> on the downloaded debs of texlive-base, texlive-base-bin, texlive-latex-base, texlive-latex-extra texlive-pictures (each individually, don't care if some still fail, except after the last one).
