Assuming that all the previous objections to the patch have been addressed, sure. If it's still the same kind of half-measure that got shot down before (and wasn't accepted into coreutils for a reason), then no. (IMO, it's better to have no UTF-8 support than UTF-8 support that is fundamentally broken and which will cause inexplicable bugs.)
