This is not an issue with xen-tools. This is an issue with your Xen setup. I'd suggest reassigning to one of the xen packages, but I'm not sure which one. (Probably the xen dom0 kernel you're running.)
The fact that xen-tools consistently triggers this warning is interesting, but not reason to think this package is to blame.
