Because we already have a documented convention for how a Homepage should be specified in a debian/control, we didn't have such a convention for version control systems. For how broken it can be it is a convention which is there, and it won't be easy nor fast to change it. We can propose a better convention, but I don't see why we shouldn't support the current one.
