I had downloaded the latest Upstream "mess" and can I tell you
simpel: "Forget it!"

It is easier to look into the source and code the whole bunch of
tools from scratch.

An other solution would be a fork of netpbm from scratch which
will grow over the time as the DM AND CONTRIBUTORS have time to
look into every tools source + ChangeLog to check the license(s).
