In my opinion, there is more important stuff about it.
1. It does a clean shutdown without need of a console, which is very useful in server environment. 2. There are two different things, the fact that powerbtn event is handled somehow and the way how is it handled. The first point is under discussion, not the second (yet :). 3. If it is not there, one of the typical (present on almost every modern computer system) ACPI event remains unhandled by default.

IDK, maybe this handler really should go with acpid package, so a server installation can avoid that many acpi-support's dependencies, and acpid package will provide a nice example about how the handlers works (was useful for me at least once). And people who wants more sophisticated handling may install acpi-support.
