I guess that you are referring to this line in the policy: "In addition, the copyright file must say where the upstream sources *(if any)* were obtained. It should name the original authors of the package and the Debian maintainer(s) who were involved with its creation." I took the liberty to highlight the "(if any)" part.... well, it turns out that there is no upstream source to sql-editor: the code in Debian is the upstream code. You know why I know? 'Cos I am the upstream author as well. (and, btw, this is stated in the copyright file).
