Yes, I think so. That is done in debian/tomcat5.5.preinst in the patch.
IMO its good enough that way. We should just fix the comment to
"# Affects <= 5.5.20-5".

We might consider to only do this when upgrading from tomcat5.5 (<= 5.5.20-5)
to tomcat5.5 (>= 5.5.20-6). But IMO thats packaging sugar.
