Hi,

Right now, when using dch to add new entries to an existing changelog
version, it changes the releaser name if it's different and the
timestamp. This causes unneeded diffs and makes merging/reverting on
SCMs more difficult. I think it's something unneeded on multi
maintainer changelogs anyway, until the actual release. This is the
only reasons why I don't use dch -e nor -a.

The -m option helps partially, it does not modify the releaser, but
then it assumes that that one is the current author, and not the real
one (by adding the new entry on the current releaser, and not to the
new author section). The timestamp is still modifyed.

So I'd like for -e and -a, either:

Changing the default, but then this changes the current semantics,
which might not be desirable.

-m just not changing the current releaser but taking into account the
current author (this change would change the semantics, as well), and
an additional option to disable the timestamp modification.

Or a complete new option that preserves both.
