This bug on a Bengali rendering problem was reported against ICU 3.4. I have never been able to reproduce it, and the original Ubuntu bug report appears to have had no recent activity. There is now an alpha release of ICU 3.8. Before I upload 3.8 to unstable, I intend to close this bug if there is no further information. Thanks.
