An upgrade from sarge does not seem to be the real problem but having tetex installed is, at least in my case.
After 'apt-get install texlive' (which also removes tetex) it just works[tm]. So perhaps tex4ht should depend on texlive. Ciao, Alexander Wuerstlein.
