It's funny that you can't tell ne how to triage bugs, but you do anyway. No, it should not have been merged. Do not confuse "I would have done such and such" with "this should have been done in such and such way". Whenever somebody has problems with his MUA and submits two different but identical bugs by error, I consider one of them as "not submitted" and close it.
