The only thing I can imagine is that shell expansion is going wrong.
Can you add make this change to debian/rules:
for mod in ${modulelist}; do \
+ echo "Removing
$(CURDIR)/debian/freeradius/usr/lib/freeradius/rlm_$$mod*.so" ; \
rm -f
$(CURDIR)/debian/freeradius/usr/lib/freeradius/rlm_$$mod*.so ; \
done
and see if it removes more than it should.
