Oooh, this is the reason of your problem. Are you sure that you purge *all* your amavisd-new files? in particular /etc/amavisd.conf,/etc/amavis/amavisd.conf, or *.disabled files before installing? During your sarge->etch upgrade, did you read the debconf message? (See bug #430028).
