I checked bug report 423886.

During my search in the internet I found out that the
quality of famd and dnotify is not considered very high.
The SGI famd also has further problems like opening an TCP port
and so on.

There is already a program with the name inotail which is packaged in Debian. 
Unfortunately it does not implement all features of the coreutils tail 
implemenation.
I also see another problem with this impementation because it should be 
redundant!

The description of your observation is not very precise.
What did you use before?
Was it sarge with kernel 2.6.8?
What did you do?
Did upgrade to Debian etch with kernel 2.6.18?

It is obviosly a problem whether a program like tail use inotify or not
but it is a kernel bug. Did you issue a bug report?

Absolutely correct!
As I mentioned in my wish a runtime check is requiered!

If an autodetection would be considered to problematic an option like "-i"
could added. If this option is set inotify could used if it present.
Under this circumstance we could avoid the need for a program like
inotail at all!

Please propagate the wish to the upstream.
