Actually it's not, bts-link saw that upstream marked the bug with a closing state, hence I tag the bug fixed-upstream. If you disagree for this or this reason, you just need to untag it, like you did, to show you disagree, and you processed the bug. bts-link won't force it again, except if upstream reopens it and then close it again.
