Install liblzo2-dev first and then install liblzo-dev. liblzo2-dev can overwrite liblzo-dev but liblzo-dev can't overwrite liblzo2-dev. But Replaces shouldn't be used at all if both packages are meant to coexist... and if they don't, they you need to indicate that with a proper Conflict.
