The new configuration system only sets the needed options and leaves adding other options other users. This leads the much easier to read configfile on the first hand, but to problems for new users on the other hand (as an example, I have a amavisd config on of of my system that has a few thousand (!) lines). The recommended way is to use /usr/share/doc/amavisd-new/examples/amavisd.conf-sample.gz as reference for new options that can be added to a new file in etc/amavis/conf.d/ (for example to etc/amavis/conf.d/50-user). Just add $max_servers to 50-user and everything will work as expected.
