Hi Dave,
did you read the full bug report? Instructions on how the database is
populated in Debian's drupal5 package is, as it should be, in /usr/
share/doc/drupal5/README.Debian.gz.
In brief, you need to execute the http://localhost/drupal5/
install.php script in a browser. Database and user is correctly
created by dbconfig-common but data needs to be generated by this
script.
README.Debian.gz is the place to look at for Debian specific
instructions for each package.

the package (as pointed out by Luigi)?
I too ran 'sudo dpkg-reconfigure drupal5' and the database tables were
still not created.
